The charter of the Respondent Town of Hurlock provides that the Mayor is to appoint "the heads of all office, department, and agencies" of the Town with the approval of the Town Council. Those officials then "serve at the pleasure of the Mayor." In 2009, the Mayor-elect of the Town entered into a written employment
