Aaron Harrison-Solomon, appellant, was found guilty of various crimes on two occasions, one pursuant to a plea and the other by a jury. He was found, however, to be not criminally responsible ("NCR"), and he was committed to the Department of Health and Mental Hygiene ("DHMH") for institutional care and treatment.
