This case, consolidated actions brought by the appellees, Carl Snyder ("Snyder") and Sarah Boltuck ("Boltuck"), 17 year-olds, who would have been 18 by the 2008 general election, presents a narrow issue: whether under Maryland law, 17 year-olds who will turn 18 by close of registration for the general election and, thus, are eligible to vote in the partisan primary election preliminary to, and associated with, that election, may vote in non-partisan...
