These two eminent domain cases were disposed of by the Circuit Court for Montgomery County by the entry of summary judgment, pursuant to Maryland Rule 2-501, in favor of the condemnor, Petitioner, Montgomery County, Maryland (the "County"). The facts in these cases are largely identical (except as noted) and, thus, we are able to answer in a consolidated opinion the questions presented.
