This is an appeal from a judgment of the Circuit Court for Frederick County foreclosing the equity of redemption in a tax sale proceeding. The appellants are PNC Bank, N.A. ("PNC") and Sidney S. Friedman, Jeffrey M. Lippman, and William H. Thrush, Jr. (the "Substitute Trustees").
