This is an appeal from a judgment of the Circuit Court for Anne Arundel County dismissing with prejudice a challenge to a 2011 comprehensive rezoning ordinance. The appellants1 are property owners and community associations asserting that the rezoning ordinance is invalid as to certain properties.
