Lincoln Miller, Petitioner, a native of Belize, had lived as a permanent resident in the United States since 1981. On June 1, 1999, Miller pled guilty in the Circuit Court for Prince George's County to possession of cocaine with intent to distribute, in violation of Section 286(f)(1)(ii) of Article 27 of the Maryland Code (1957, 1996 Repl.
