Shannon D. Causion is serving a fifty year sentence for the 1996 murder of Parren Clifton Lee. In 2010, pursuant to Maryland Rule 4-642(d)1, he asked the Circuit Court for Baltimore City to disclose to him the records of the grand jury proceedings that resulted in his indictment. Causion's request was unusual because there was no pending action, such as a post-conviction proceeding, to which the records might have some relevance...
