Appellant, Scott Garrity, a part-time bailiff at the District Court for Baltimore City, was involved in an automobile accident as he returned to the courthouse. Appellant submitted a claim to the Workers' Compensation Commission ("the Commission"), which concluded appellant's injury arose out of and was in the course of his employment.
