Petitioner Enrique Pizzaro Silva1 was convicted by a jury in the Circuit Court for Baltimore County of two counts of first-degree premeditated murder. At trial, the State called three witnesses who were present at the crime scene: William Salmeron, Jose Arnold Castillo, and William Flores.
