This appeal arises from a consumer complaint filed by Reverend D.C. Washington with the Maryland Insurance Administration ("MIA"). MIA determined that appellee, State Farm Fire and Casualty Company, failed to notify Washington of an increase in his premium, and, therefore, violated the insurance laws of Maryland.
