Respondents Dean Cates, Randy Kucsan, Bill Tran, and Dana Way (the "Officers") are police officers working for Montgomery County (the "County"). The County's automated speed monitoring system captured the Officers exceeding the posted speed limits in police vehicles at various locations in the County.
