Respondent Jermaine Carroll Camper was tried before a jury in the Circuit Court for Talbot County and convicted of the charges of attempted distribution of cocaine and conspiracy to distribute cocaine. Respondent represented himself at trial, following the court's pretrial ruling, pursuant to Maryland Rule 4-215(d), that he had waived his right to counsel by inaction.
