The genesis of this case is an improper sentence that was imposed upon Jay Anthony Jones, the petitioner, by the Circuit Court for Baltimore City. Having been tried in connection with the shooting and robbery of David Knowlin and Jamile Thomas, the petitioner was convicted of, inter alia, first degree assault and robbery with a dangerous weapon.
