In this appeal, the State challenges an order by the Circuit Court for Baltimore City suppressing evidence of narcotics trafficking and firearm-related offenses recovered from an apartment used by John Faulkner, the appellee.1 The State presents a single question for review, which we have rephrased slightly:

Did the circuit court err in granting the motion to suppress when there was a substantial basis for the issuing...
