In the Circuit Court for Baltimore City, Raymond Lawson, the appellant, pleaded guilty as part of a plea agreement to possessing a cell phone in his prison cell at the Metropolitan Transition Center. Pursuant to the agreement, the court sentenced him to one year in prison to run consecutive to the completion of any outstanding Maryland sentence not yet fully served.
