Appellant, Jeffrey Rios, was charged in the Circuit Court for Prince George's County with eleven offenses, including reckless endangerment. His counsel, Ronald L. Schwartz, entered into plea negotiations with the Assistant State's Attorney assigned to the case; these negotiations continued for about two weeks.
