The case before us arises out of the attempt by Kevin and Teresa Mooney to institute suit in the Circuit Court for Prince George's County against the University System of Maryland, based upon the Mooneys' assignment rights in a contract entered into between the University and Chesapeake Cable, LLC, to which the Mooneys had loaned money. We shall hold that the Mooneys' suit must be dismissed because of their failure to exhaust the available administrative...
