This appeal arises from the Circuit Court for Prince George's County's dismissal of a negligence complaint filed by James McKinley Hayes ("Hayes"). Hayes was accused by his ex-wife of abusing their minor daughter, and the Department of Social Services ("DSS") found that he was an "indicated child abuser."
