In the instant case we are asked to revisit a decision issued by this court in 2003 involving State Medicaid reimbursements, in light of subsequent developments to the relevant Federal law. At issue is the State's Medicaid program, MassHealth, which provides insurance for indigent residents of the Commonwealth.2
