The plaintiffs, Mr. and Mrs. Randall G. White, appeal the dismissal of their claims on summary judgment. For the following reasons, we affirm the trial court's grant of summary judgment in favor of the defendant, the State of Louisiana through Department of Transportation and Development ("DOTD").
