Nathaniel "Roy" Williams appeals from a judgment of the Fifth Judicial District Court, Richland Parish, the Hon. Glynn Roberts presiding, disqualifying Williams as a candidate for Chief of Police of the Town of Delhi, Louisiana. For the following reasons, we reverse.
