The Parish of Jefferson, through its Board of Zoning Adjustments ("Zoning Board"), appeals the trial court's judgment reversing its decision to deny a property owner's request for a zoning variance. For the following reasons, we reverse the trial court's judgment and reinstate the decision of the Zoning Board.
