Wayne L. Bacino, Sr. appeals from a judgment dismissing his claims for penalties and attorney fees which he alleges he is owed on grounds that the City of Kenner arbitrarily and capriciously violated La. R.S. 44:1, et seq., the Public Records Law. For the following reasons, we affirm that judgment.
