This is a criminal appeal by the State. The State's sole assignment of error is that the district court erred when it granted the motion to quash the bill of information filed by the defendant, Alan G. Brooks. Before addressing the merits of the appeal, we first address Mr. Brooks' motion to dismiss the appeal as abandoned.
