(Gilchrist) of a judgment that dismissed its action for nullity, and maintained the defendants' exceptions of no right of action and prescription, finding Gilchrist had no right to contest as null a public bid contract that had been allegedly awarded in violation of Louisiana's Public Bid Law, La.
