The defendant, City of New Orleans, Taxicab and For-Hire Vehicle Bureau ("City"), appeals the trial court judgment, which reversed the City's decision to revoke the taxicab driver's permit of plaintiff, Joseph Fritzner, and instead ordered that Mr. Fritzner's permit be suspended for three months and that he be placed on probation for three years.
