This matter is before us pursuant to this court's appellate jurisdiction over cases in which a law or ordinance has been declared unconstitutional by the district court. La. Const. art. V, § 5(D). The trial court granted the defendant's "Motion to Declare Constitutional Amendment Unconstitutional" on the basis that a provision of La. Const. art. I, § 17(A), amended in 2010 and applicable here, violated the Sixth and Fourteenth Amendments...
