We decide here whether this record justifies the district court's affirmation of the Shreveport City Council's rejection of an application for a building site plan. We hold that it does not, and reverse.

This is not a zoning dispute, and it is not a separation of powers matter. This case is about a city council arbitrarily preventing a property owner from using its property exactly as zoned. This record does not support this blatant violation of plaintiff...
