This is an appeal of a bench trial verdict rendered by the 22nd Judicial District Court in favor of the Appellee, USA Disaster Recovery, Inc. ("USA") and against the Appellant, St. Tammany Parish Government ("the Parish") in the amount of $37,500.00 with interest. For the following reasons, we reverse.
