This is a Louisiana State Racing Commission ("LSRC") case involving a five-year suspension of a jockey's license for violating a Rule of Racing by refusing to submit to a urine sample when ordered, a violation LAC 35:I.1791.1 The jockey, Trevino Clark, appeals from the district court's judgment dismissing his petition for judicial review of the LSRC's decision. For the reasons that follow, we affirm.
