The State of Louisiana, through the Department of Public Safety and Corrections, Office of Motor Vehicles ("OMV"), seeks review of a district court judgment ordering it to reinstate Randy Schexnaydre's driver's license. For the reasons that follow, we affirm the district court's judgment.
