Plaintiff, Nick Farone Music Ministry, D/B/A New Beginnings Christian Center ("Farone"), filed suit against the City of Bastrop ("City") for damages incurred because of the City's refusal to repair a drainpipe running underneath Farone's parking lot. The trial judge granted the City's motion for involuntary dismissal, finding that the pipe is not a public component or public thing and that the City's refusal to perform further repairs was protected...
