Plaintiff, Doug Winn, appeals a summary judgment granted in favor of Defendant, the Department of Natural Resources, Office of Conservation ("the DNR"), dismissing with prejudice his claims against it arising out of the incorrect plugging of a gas well in which Mr. Winn owned the working interest. For the reasons stated herein, we affirm.
