The defendant, Ivan Webb, was originally found in violation of a town ordinance by a mayor's court. He appealed to the district court for a trial de novo. The district court likewise found that the defendant violated the ordinance and fined him $100 per day for the 582 days the violation had continued, or $58,200. The defendant failed to appeal that judgment but subsequently filed a motion to annul judgment, which was denied. The defendant now appeals...
