Otis Blanson appeals the judgment of the Fourth Judicial District Court, Parish of Ouachita, State of Louisiana, wherein the trial court ordered the Town of Richwood ("Richwood") to pay Blanson for two days of work; the trial court did not impose the payment of a penalty upon Richwood for its failure to pay Blanson timely.
