The plaintiff/appellant, Concrete Busters of Louisiana, Inc. ("Concrete Busters") appeals the trial court's denial of its petition for a writ of mandamus and injunction against the defendant/appellee, the Board of Commissioners of the Port of New Orleans ("the Board"). For the reasons that follow, we reverse the trial court's judgment and award the contract to Concrete Busters.
