Gregory Davies2 filed a writ application with this court, which we granted, challenging a decision of the Louisiana Ethics Adjudicatory Board (Board) that denied Davies' exception of prescription. Concluding that substantial rights of Mr. Davies have been prejudiced, we reverse the decision of the Board, maintain the exception, and dismiss the action with prejudice.
