At issue in this appeal is the constitutionality of LSA-R.S. 15:1186(B)(2)(c), a provision of the Prison Litigation Reform Act ("PLRA"), which allows the dismissal of a civil action filed by a prisoner if the prisoner fails to pay the court costs or fees within three years from the date the costs or fees were incurred.
