Plaintiff, Joycelyn Murphy, was employed by the Louisiana Department of Health and Hospitals as a surveyor to inspect nursing homes for state compliance. On April 11, 2005, Ms. Murphy was part of a team of approximately five inspectors who were assigned to inspect the Jefferson Healthcare Center, L.L.C. ("JHCC").
