After a trial on the merits in this workers' compensation case, the Workers' Compensation Judge ("WCJ") held in favor of the claimant, Rufus White, awarding him supplemental earnings benefits ("SEBs"), attorney fees of $8,000, penalties of $10,750 and court costs.
