PER CURIAM.

The Council of the City of New Orleans and its seven individual members (collectively referred to hereafter as "Council") seek review of a judgment of the court of appeal vacating a preliminary injunction issued by the district court. For the reasons that follow, we vacate the judgment of the court of appeal and remand the case to the court of appeal for further proceedings.
