In September 2005, Appellant, Duwan Lamar Robbins, was eating dinner at a restaurant with two companions in Louisville, Kentucky. At the time, an outstanding bench warrant existed for his arrest for failure to appear at sentencing in a drug trafficking case in Jefferson Circuit Court. Police officers were informed of Robbins' whereabouts by a confidential informant. Acting on the tip, the officers had followed Robbins' vehicle...
