These consolidated appeals are taken from judgments of the Monroe Circuit Court and the Ohio Circuit Court. At issue is the effect of amendments to Kentucky Revised Statutes ("KRS") 64.530(3) and 186.040(6) on the relationship between the fiscal courts and the county clerks. Teresa M.
