M.S., who is married to A.S., filed a petition to adopt her children, C.A.T., B.T.M., and E.A.K.M. The adoption of C.A.T., who has a different father than his siblings, was not challenged at the district court level and is not at issue in this case. But J.R., the natural father of B.T.M. and E.A.K.M., asserted his parental rights and refused to consent to their adoption.
