The Kansas Department of Revenue (Department) appeals the district court's decision modifying the administrative suspension of Joseph Turner's driver's license by making the suspension order retroactive. The Department argues that the district court lacked statutory authority to modify the suspension of Turner's driver's license. Turner does not refute the Department's argument, but he claims the district court should have
