The Kansas Department of Revenue (KDR) appeals the district court's decision to reverse the suspension of Tyron Byrd's driver's license. KDR asserts the district court erred in determining that the officer's certification and notice of suspension form was not properly served on Byrd because an administrative assistant, and not the arresting officer, mailed the form to Byrd. For the reasons stated below, we find the form was properly served as required...
