In 1999, Edith Dia, a resident of Germany, obtained a default paternity judgment and child-support award against Marvin Oakley Jr., a resident of Kansas. Oakley contends that he had no knowledge of the German lawsuit. In 2005, German authorities acting on Dia's behalf sent the German judgment to Kansas for registration under the Uniform Interstate Family Support Act, which courts and attorneys commonly refer to by its acronym, UIFSA.
