Appellant-plaintiff State of Indiana (State) appeals the trial court's grant of appellee-defendant Mershaun W. Scott's motion to suppress. The State argues that the police officer at the scene had the requisite reasonable suspicion to approach Scott and later arrest him after smelling burnt marijuana in the vehicle.
