OPINION

MATHIAS, Judge.

Police Officer Dennis Fornelli ("Fornelli") was terminated for cause by the Board of Public Works and Safety for the City of Knox, Indiana ("the Board"). Fornelli sought judicial review of his termination in Starke Circuit Court. The Board filed a motion for summary judgment, which the trial court granted. Fornelli appeals and raises the following arguments, which we restate as:
